Motivated Municipal Staff Become Waste Management Change Agents

Mr. Mongi Khaldi is the official in charge of the municipal park in Kebili. He had been looking forward to retirement, now he is excited to be part of the team working to improve solid waste management in his municipality. Mr. Khaldi first encountered the TADAEEM project during the municipal staff training in May 2018, followed by the July service prioritization workshop where waste management was selected as the priority service for improvement.

Mr. Khaldi has benefited from TADAEEM capacity building including the November Ecomondo International Expo in Italy, where he learned about innovative waste management techniques. He also received technical training in January on waste management data collection, geolocation of key points, and cost calculations.

Mr. Khaldi and his staff feel deeply involved in the Service Delivery Improvement Program developed with TADAEEM. They have new information on Kebili’s solid waste management system and a renewed passion to sustainably improve and manage the service, stemming from a sense of empowerment and ownership.

The USAID-funded TADAEEM project identifies priority services for improvement with both municipalities and citizens. Of the 23 municipalities that have identified a priority service, 16 selected waste management. TADAEEM works with municipal staff to collect data on all aspects of the waste management system. These data enable the municipality to identify ways to improve waste management with existing resources and make informed decisions during planning, implementation and delivery of services for their citizens.
